Avoid inner (or multiple) scrollbars on page

Especially when the multiple inner scrolls control small areas, the restriction for desktop users can be frustrating. It is better to have a taller/longer page, where there is only one outer scrollbar on the page, and the user can easily scroll and see the full content on the page.  Also, for users that use a wheel mouse to scroll, unpredictable scrolling behaviour can occur, with these multiple scroll bars and areas on a single page.

Consider implementing layouts that are dynamic, e.g. text boxes that automatically resize to the size that fits the content, or handles that let users resize the box.
